About this paper
The use of explosive weapons in populated areas (EWIPA) has devastating effects on people. In an effort to address civilian harm, the government of Ireland has been coordinating the development of a political declaration to be adopted by states. EWIPA also has a strong environmental dimension. Destruction to urban environments creates acute and chronic exposure risks for people, while the management and disposal of vast quantities of debris can lead to environmental degradation.
In our paper below, submitted during the March 2021 consultation on the draft declaration, we propose specific language changes that would ensure that the declaration reflects the environmental and linked humanitarian impact of EWIPA.
