Law and policy

Since 2009, there has been renewed international interest in efforts to enhance the weak legal framework intended to protect the environment in relation to armed conflicts (PERAC). The topic has been addressed by the UN’s International Law Commission, and by the International Committee of the Red Cross, and has also been the feature of resolutions at the UN Environment Assembly. Meanwhile, wider questions around environmental security are increasingly on the agenda of the UN Security Council and the war against Ukraine has foregrounded questions of accountability. Yesterday, @IUCN Congress adopted a motion on conflict-sensitive conservation and environmental protection in areas affected by conflict and fragility.

No governments or Indigenous groups voted against the motion during electronic voting: https://iucn-2025.s3.eu-west-3.amazonaws.com/motions/en/057-EVOTE-Ensuring%20conflict-sensitive%20conservation-EN.pdf #PERAC 1/5

Well planned conservation projects, rooted in a deep understanding of the context in which they are delivered have the potential to help support #peacebuilding and protect nature. 4/5

The Motion is intended to draw attention to these opportunities and to encourage governments, the @IUCN and others to identify how conflict-sensitivity can be mainstreamed. We'll be promoting these ideas with Peace Nexus Foundation and others next month at Congress. 5/5

A new report from UN #HumanRights Council's @SRtoxics explores how conflict pollution and the toxic remnants of war impact #HumanRights https://www.ohchr.org/en/documents/thematic-reports/a80174-military-activities-and-toxics-report-special-rapporteur 1/4 #IntLaw #IHL #PERAC

The special rapporteur finds that pollution linked to military activities undermines rights to life, health, water, food and a clean, healthy and sustainable environment. It also finds that accountability for the harm caused to people and the environment is minimal. 3/4
